Odisha Cabinet Approves ‘New City Development’ Scheme for Bhubaneswar
The Odisha Cabinet has approved the ambitious “New City Development” scheme, aimed at creating a modern, inclusive urban hub within the Bhubaneswar Development Plan Area (BDPA). Planned across 800 acres in Gothapatna, Malipada, and Daspur, the project will serve as a multi-economic growth zone, aligning with the state’s long-term vision, “Vikshit Odisha 2036.”
The city will follow a transit-oriented development model, ensuring efficient public transport, reduced travel distances, and diverse housing options for all income groups under the “Housing for All” initiative.
Key features include:
- World-class infrastructure with MICE (Meetings, Incentives, Conferences, Exhibitions) facilities
- Innovation hubs and data management centers
- Central forest parks, gateway plazas, and public spaces to encourage community interaction
- Smart and green solutions for climate resilience and sustainability
The Bhubaneswar Development Authority (BDA) has been designated as the nodal agency for implementation. A major step forward was the MoU signed between BDA and Surbana Jurong Infrastructure Pvt. Ltd. (SJI), Singapore, on January 17, 2025, in the presence of the President of Singapore and Odisha’s Chief Minister. SJI will provide consultancy and advisory support for master planning and infrastructure development.
For execution, the BDA has projected an investment of ₹8,179 crore over 15 years, blending public and private funding. An initial allocation of ₹21,342 crore from the state budget (2025–2030) will support land acquisition, road networks, utilities, public amenities, and core infrastructure. The scheme marks a significant step in transforming Bhubaneswar into a smart, sustainable, and globally competitive city of the future.
