State Targets More Than 80% APAAR ID Registration by The End of March

The state government has expressed dissatisfaction with the slow progress in generating Automated Permanent Academic Account Registry (APAAR) IDs for Plus II students. It has warned principals of all higher secondary schools that their salaries may be withheld if the registration rate in their schools does not exceed 80% by the end of March.

The Centre has launched this initiative to implement the ‘One Nation, One Student ID’ system across the country. According to officials from the Directorate of Higher Secondary Education (DHSE), the APAAR initiative aligns with the National Education Policy (NEP) 2020 and is set to be introduced at the school level in the state from April this year.

This system enables comprehensive tracking of students' academic journeys, helping to reduce dropout rates and monitor out-of-school children. Additionally, it is integrated with the DigiLocker system, allowing for the secure digital storage of students' academic records, including exam results and extracurricular achievements.

Currently, the generation of APAAR IDs for higher secondary school students in the state stands at just 43%. Of the approximately 8.41 lakh students enrolled in Plus II first year (XI) and final year (XII) for the 2024-25 academic session, sources indicate that only around 3.62 lakh students have been assigned APAAR IDs.

“Despite repeated reminders, it was found during the March 21 review meeting that the progress of APAAR ID generation at your institutions is not at all satisfactory. The undersigned will be constrained to release the salary from March onwards, if the IDs are not generated for more than 80 per cent students by the end of this month,” DHSE stated in its letter to the principals of both government and aided higher secondary schools.

Among the districts, Koraput has recorded the lowest progress at 28%, followed by Boudh (31%), Rayagada (33%), Jajpur (34%), Sonepur (36%), and Puri (38%). Meanwhile, Dhenkanal and Jharsuguda have achieved the highest registration rates, reaching around 65%.
